On Wednesday, 21 October 2026, Bucharest City Hall and the Order of Architects of Romania opened the first stage of public consultation for the area between Piața Romană and Piața Universității: Gheorghe Magheru and Nicolae Bălcescu boulevards, plus the adjoining public space. A consultation launch. Not a worksite.
OAR: the City Hall is the contracting authority, OAR the organiser of an international design competition. A professional jury would pick a winner, then a design contract. The competition is not launched today. The design brief follows the consultation.
The first stage is a public questionnaire, 21 October to 21 November, seven to ten minutes, on the OAR page. Round tables with associations, civil society, operators and institutions in the area come next. At the end, an open debate, with the questionnaire summary, the round-table conclusions and the main brief directions. A consultation calendar, not a vote on the layout.
Mayor Ciprian Ciucu, quoted by Digi24: the area is now a transit corridor, noisy, polluted, neglected; he wants destinations, not just passage; the competition is “the only guarantee” of a good project. City Hall: the largest urban-regeneration project in Bucharest. That is the municipality’s wording, not an independent ranking.
The promoters: next spring, a finished brief and a competition, at least six months. The winner: at least a year of design and permits. Then the City Hall looks for the budget. No works tender is open. Pedestrianisation, shade, less pollution, private money for seismic strengthening — the mayor’s intentions, not contracts already signed. The A0 and the ring road as a transit alternative remain another job, another calendar.
Ciucu also spoke of later competitions: the extended Royal Palace area, Calea Victoriei, Brezoianu, Academiei, Câmpineanu. Promises, not today’s launches. Dump Digi24. The rewrite rests on the OAR competition page.
