Bucharest Tribunal on Wednesday, 21 October, dismissed as unfounded the complaint by Mayor Ciprian Ciucu against the DNA ordinance of 14 October that extended his judicial control. The ruling, in file 43.697/3/2026, is final. This is a dismissal of the complaint, not a conviction.
The same order also dismissed, as unfounded, the request to change some of the obligations in the preventive measure. The petitioner was ordered to pay 500 lei in court costs advanced by the state. The ordinance under challenge comes from DNA’s section for offences assimilated to corruption.
Digi24 writes that this was the third attempt to have the control lifted. AGERPRES recalls that the measure was imposed in June and extended twice by prosecutors, and that Ciucu challenged it each time, without success. Today’s court did not rule on the merits of the bribery accusation.
DNA accuses him of having received, in the November–December 2025 campaign, advertising and electoral consultancy services from two businessmen, in exchange for a building permit and an urbanism certificate for a real-estate project. At the time he was mayor of Sector 6. That is the investigation’s framing, not a fact found by a court.
Leaving the tribunal, Ciucu said he considers himself innocent, that he will challenge again and that he wants to finish his mandate without this measure. He added that he has already left the country three times and that he is “not running”. Those are his statements, not findings of the court.
The judicial control remains in force until another decision. Today’s dismissal does not remove him from office and does not close the file. It is not a guilty verdict.
