Eleven Ukrainian citizens returned to territory held by Kyiv from Russian-occupied areas, human-rights ombudsman Dmytro Lubinets said on 16 October. The youngest are 50, the oldest is 96. The Kyiv Independent carried the cases on 18 October in its weekly occupation round-up. Ukrinform ran the announcement on the day. This is not a prisoner swap.
One man had stayed in occupied Luhansk after his wife died in 2018. Relatives were already waiting on the Ukrainian side, but he could not bring himself to leave home. He had three heart attacks and trouble with blood pressure and walking. He needed specialised transport. He is now with the people who waited for him.
A 96-year-old woman and her son came from the occupied village of Tavriiske in Kherson region. The son was caring for her when he was wounded in a Russian air attack in September: severe injuries, an eye lost, hospital. On 15 October they were able to leave together, Lubinets said, because neither could travel alone.
The Volyn humanitarian corridor toward Belarus is usually the route: it is the working crossing. There is no open checkpoint between Ukraine and Russia; the last, in Sumy, closed in August 2024. The Volyn area is mined. Thousands stay under occupation because of illness, money, family or fear that the house will be seized.
Save Ukraine said on 11 October that 33 children had been brought back in a week. That is another tally, from an NGO, not the same convoy as the 11 adults. The ombudsman asks relatives for location, health and obstacles. Line 1678 and the occupied-territory channels are in his notice, not in an evacuation guide we wrote.
Lubinets estimated in July that between 3.5 and 5 million Ukrainians remain in occupied areas and in Russia. Eleven returns do not change that figure. They are particular people, names held by the authorities, and a road that stays hard.
