The European Parliament adopted on Tuesday, 20 October, the regulation on enforcing passenger rights. 652 votes in favour, two against, eight abstentions. The Council still has to approve it formally. Then the Official Journal. It applies from 23 October 2027. An adoption, not a law in force.
Mediafax wrote 27 October 2027. The EP sheet is 23 October, at the same time as the air passenger rights regulation. We keep the EP date.
For plane tickets bought through an agency or a platform, if the passenger is entitled to a refund, the deadline is 14 days. The carrier has seven days to send the money to the intermediary. The intermediary, another seven to the traveller. ANAT specifies the case in which the agency paid from its own funds. It is not "as a natural person", as Mediafax compressed it. And it is not every ticket, but the situations set out — cancellations, in the EP text.
The intermediation fee is, as a rule, part of the refund. Micro-enterprises may keep a part, if they tell the passenger at booking. That is not an exemption from the whole regulation. A derogation, not a holiday from the rules.
Common claim forms, on the Commission's site, in all languages. People with disabilities or reduced mobility: a companion flies free if their presence is necessary, as already on bus, train or ship. Not a free ticket in every case.
ANAT, through ECTAA, says it asked for deadlines that take IATA/BSP settlement into account. A compromise, not a lobby win. Rapporteur Matteo Ricci: rights remain even when the ticket goes through an intermediary.
A vote. Not application.
