The European Parliament voted on Wednesday, 21 October, its position on the EU budget for 2027: €194 billion in commitments, €1.17 billion above the Commission proposal. The resolution: 400 in favour, 189 against, 84 abstentions. This is the EP position, not the final budget.
Payments, in the same position, rise to €203.3 billion. They are not one-for-one with commitments: some of the cash pays for projects already under way. Mediafax wrote “more than a billion extra”. The extra is against the Commission, in Parliament’s negotiating mandate, not a transfer today.
The figures requested: agriculture €85 million, of which €20 million for young farmers; LIFE €85 million; Erasmus+ €96 million; the Connecting Europe Facility about €260 million; EU4Health €50 million; Horizon Europe €63 million; civil protection €80 million. Dan Motreanu also ties agriculture to fruit, vegetable and school schemes. These are proposals, not signed allocations.
The EP wants repayment of debts, including NextGenerationEU, not to cut programmes such as Horizon, Erasmus+ and civil protection. The Council, in September, asked for about a billion less than the Commission. Opposite signs. The first negotiating round is announced for 3 November. The aim: an agreement by the end of 2026.
There are also extras for borders, humanitarian aid and the neighbourhoods. Moldova is mentioned under the Reform and Growth Facility, without a new figure in today’s EP press release.
A position vote. The 2027 budget closes, if it closes, after negotiation.
