On Tuesday, 20 October 2026, Italy’s Council of Ministers approved a security decree-law after the weekend riots in Milan. The Defence Ministry: 500 extra troops, under the Strade Sicure operation, made immediately available for Milan. Sky TG24: until 31 December, at a cost of €4.7 million. Cabinet approval is not a sentence for protesters and not the law as converted by Parliament.
France 24: the decree must be converted into law within 60 days. Sky: a new offence of organised violence at demonstrations carries two to five years in prison and a fine of up to €20,000, with a higher penalty if the face is covered. Anyone who promotes, including online, the forming of groups for violent demonstrations risks four to 12 years. Those are two offences, not one.
Meloni said in a video that many of those who smashed things and filmed themselves were young, and that it was “painful and frightening.” She added the principle “if you break it, you pay,” and if the person is a minor, the parents pay. Sky: fines of €500–1,000 for parents, doubled if repeated. That is the announced text, not a bill already sent and not a conviction.
The presumption that a minor over 14 is capable of understanding the act enters the decree with immediate effect, Justice Minister Carlo Nordio said. Sky specifies that preventive detention is extended to minors only from age 16. Those are two ages. They are not mixed. Corriere and L’Espresso: after reservations at the Quirinale, the troops were not given judicial-police powers. Piantedosi denied a “stop” from the presidential palace.
Difesa.it: the soldiers strengthen patrols and territorial control so that police and carabinieri can concentrate on public order. Piantedosi said the way they will be used would be seen the next day at Milan’s public-order committee. An announced deployment is not, by itself, a street fight already begun with soldiers on Corso Vittorio.
France 24, citing Milan police: about 2,000 young people on Saturday; more than 100 officers injured over two days; of about 50 people arrested, more than 30 are minors. Those are police figures, not a verdict. Minors are not named. The weekend riots have been reported; Tuesday’s news is the decree and the 500 troops.
