It is not law. It is a draft. Moldova’s Environment Ministry has written a regulation for detergents and surfactants. Logos Press read it from the explanatory note. Monitorul Fiscal ran the same file after a 12 October meeting of state secretaries. The cabinet has not voted. Shops will not stamp a square on the bottle tomorrow.
If it passes, the digital product passport and the QR code would become mandatory from 23 September 2029. The physical label would keep the essentials, in Romanian. The long ingredient list, the chemistry, the conformity data: on the phone, from the QR. The draft also wants a unique formula identifier, of the kind used in emergencies, so doctors can see what someone swallowed. That is the target. It is not today’s shelf.
The ministry cites children. In the note, the National Agency for Public Health is quoted with almost 460 chemical poisonings in children, “recently”, without a calendar year cut clearly in the press copy. Hence the argument: readable labels, dosing, fast access to substances. It is not a separate medical bulletin. It is a figure from a project note.
More than 90% of detergents on the Moldovan market are imported, the same note says. Customs: about 44,900 tonnes in 2023, more than 54,300 tonnes in 2025. Producers, importers, distributors would each get a list: passport, technical file, physical or digital label. Market control would sit with the Environmental Protection Inspectorate. Registration and reformulation costs, the authors admit, are not calculated. Shelf prices may rise. That is the limit, not a promise of cheaper soap.
The draft also opens bulk sales, with refill stations and reusable containers. The words “eco”, “green”, “ecological” would be banned without laboratory tests. Phosphates would be capped. Animal tests for new formulas, stopped. Biodegradability of polymers and soluble films: 23 March 2032. Remaining organic substances listed: 23 March 2034. Alignment is with the EU acquis, goods and environment chapters. Alignment on paper, until the decision passes.
Until then, it is consultation. Particip.gov.md holds the file. Anyone who wants the text opens it there, not on the bottle in the shop.
