Moldova and Ukraine are set to sign a new technical-material cooperation agreement in the near future, Defence Minister Anatolie Nosatîi said. The remarks came on a “Vocea Basarabiei” broadcast and were reported by Moldova1 on 24 October 2026. The document has not been signed yet; it would create a legal framework for closer cooperation, while concrete projects remain to be negotiated.
Nosatîi said the agreement would open access to information technologies and to solutions meant to strengthen Moldova’s defence capacity. Producing drones on Moldovan territory is one option that could be examined. He stressed that there is, for now, no deal on handing over any specific technologies and that technology transfer would be limited by the agreement’s terms.
Chișinău is especially interested in ways to detect and neutralize unmanned aircraft and in equipment that can disrupt them. Nosatîi praised Ukraine’s experience in electronic warfare, air defence and interceptor drones and said Moldova would benefit from learning those practices for its own troops.
Daily exchanges of information on air threats already take place among Moldova, Ukraine and Romania under bilateral agreements and specialized protocols, he added. In parallel, Moldovan authorities are trying to modernize air defence after repeated Russian-drone breaches of national airspace, some of which crashed on Moldovan territory; current equipment still cannot provide full coverage.
The announcement describes an intention to sign and a future legal frame, not drone production already under way and not a completed technology transfer. The accord would complement existing understandings between Chișinău and Kyiv; the details remain subject to further talks between the two states.
