Lawyers, clerks and litigants say portal.just.ro has been slow for about two weeks. Sometimes it loads slowly, sometimes search fails. Justice Minister Radu Marinescu said on Wednesday, 21 October, that the IT directorate had promised a quick fix and that resources would be allocated. This is a reported malfunction plus an announcement, not a permanent collapse of the system.
The ministry press office, asked by G4Media, gives figures: in the last seven days, about 71 million interface interactions and about 50 million programmatic requests. At peak traffic, even legitimate users can hit moments of unavailability. While data indexing runs, general keyword search returns nothing. The ministry points to the alternative engine, dosare.aspx. Those are explanations, not a confirmation that everything is down.
The president of the National Union of the Judicial Registry Dicasterial, Cătălin Trăistariu, calls ECRIS V a failure and says clerks also work on ECRIS IV. The portal, he says, is not a stand-alone database but an interface that takes hearings and rulings from ECRIS. If the internal system locks, the public sees blank pages. That is the union’s position, not an audit published today.
Lawyer Nicoleta Popescu speaks of long waits and of complaints at Bucharest registries when filing papers. A lawyer from outside the capital says he had to come in person. A journalist: it comes in waves. Marinescu had a talk today with the DTI director. The promise is “very, very soon”. There is no posted date for a full restore.
The PNRR project to operationalise ECRIS V closed, according to the ministry, on 31 August 2026. That does not close the October complaints. Nor is today’s pledge of resources, by itself, a measured repair.
Anyone looking up a file can try dosare.aspx, as the ministry says. Dysfunctions, not a verdict that the portal is dead.
