Bucharest courts ordered, on Tuesday and Wednesday, the pre-trial detention of 20 people in cases linked to violence at the 15 September protest in Victory Square. Three others were placed under house arrest and four are being investigated under judicial control, Agerpres reported on 24 September.

The figures describe the procedural position reported that day. Pre-trial detention and house arrest are not convictions. Those concerned remain presumed innocent until a final judgment.

The tally is tied to Tuesday’s searches in 16 counties, when 27 people were brought in for questioning. In the same case, courts had already ordered pre-trial detention for five people the previous week and house arrest for five others.

Prosecutors opened a criminal file concerning 40 people, for public incitement, outrage, disturbance of public order, destruction and assault. Bucharest Police said some participants had thrown kerbstones, bottles, fences and pyrotechnics at gendarmes and that some had struck gendarmes and two media employees. Those formulations remain those of the investigation.

Reporting separates the alleged violent acts from the right to peaceful protest. Collective guilt is not assigned to participants, and suspects are not named.

The court assesses whether a measure is needed against procedural risks. The allegations must be proven at trial. Any update to the tally should come from prosecutors or the court, not from aggregators.
