The Romanian Senate has adopted a bill that would require institutions to warn holders, by SMS or email, at least 30 days before an administrative document expires. The Chamber of Deputies is the decision-making house. Until that vote, it is not law and no alert goes out.

Alba pe Surse says the Senate vote was 93 to one. The bill, from USR senator Violeta Alexandru, amends Emergency Ordinance 57/2019, the Administrative Code. G4Media, from her statement, traces the same path: the first chamber has voted, the second debates.

The list covers individual acts with a term: permits, authorisations, certificates, licences. Documents valid for under 30 days stay outside the scheme, as do cases where the law already has a notice procedure. Digi24 stresses that receiving the message is optional: consent is given when applying or when the act is issued, and can be withdrawn.

A missing SMS does not extend the document, cancel a fine or spare the holder from renewal. Alexandru says she wants fewer wasted trips, but that the duty still sits with the person who holds the paper. That is the sponsor's line, not a legal effect.

A single platform would be built by the Authority for the Digitisation of Romania. Alba pe Surse says ADR would have six months from entry into force to deliver it. After committee talks, the system is meant to work from 1 July 2028, not tomorrow.

Contact data, the draft says, would be used only for these warnings, within data-protection law. How phones would be collected, and who is liable if a message fails, are details for the Chamber and, if the bill passes, for implementing rules.

Until then, Romanians get no state SMS for an ID card or a driving licence. The Senate opened the door. The Chamber can shut it, change the date or pass the text. A 2028 alert is a project timetable, not a live service.
