Fitch Ratings confirmed on Wednesday, 21 October, SNGN Romgaz’s long-term rating at BBB minus, with a negative outlook. This is an affirmation, not a downgrade. The outlook remains aligned with Romania’s. Romgaz notified shareholders at the Bucharest Stock Exchange.

The standalone credit profile (SCP) is bb+. The published BBB minus rating sits one notch higher, under Fitch’s criteria for government-related entities. The state holds about 70% of the shares. A sovereign downgrade would, according to the agency, feed through to Romgaz’s rating as well.

Fitch ties the profile to a dominant position on the domestic gas market, to a prudent financial policy and to the potential of the Neptun Deep project. The constraints remain: modest production, a lack of geographic diversification, mature fields and high capital spending. That is not a verdict on today’s output.

At Neptun Deep, the Neptun Alpha production platform was installed in July 2026, the 160-kilometre export pipeline to Tuzla is complete, and seven of ten development wells have been drilled. Wells on Domino, subsea infrastructure, control umbilicals, the Tuzla metering station and commissioning still remain. First gas is still estimated in 2027, with a plateau of about 8 billion cubic metres a year. Production has not started.

The agency calls the project transformational. After start-up, Romgaz’s gas output could reach about 160,000 barrels of oil equivalent a day, against 86,000 in 2025. Execution risk is treated as manageable, given partner OMV Petrom’s experience. Fitch forecasts net debt to EBITDA below 1.0x in 2026–2029. Those are forecasts, not results measured today.

The negative outlook makes an upgrade unlikely in the near term, unless there is significant diversification or output above the current forecast, with a still-prudent financial policy. Today’s rating is a hold. It is not a downgrade.
