Widespread power cuts hit Russia’s Kaliningrad region overnight on 31 October 2026, while explosions were reported in an industrial area of Ufa, Bashkortostan, amid drone alerts, the Kyiv Independent writes. There is no confirmed link between the two events.
Residents of Kaliningrad and nearby towns (Guryevsk, Svetlogorsk, Pionersky, Yantarny, Gvardeysk, Bagrationovsk) lost power around midnight; mobile internet disruptions were also reported. Regional authorities blamed the blackout on anti-fault automation at the Kaliningrad CHP-2 plant that shut down part of its equipment; load was shifted to other stations. Grid operator Rosseti Yantar said it had no technical faults on its network.
Separately, monitoring channels reported explosions in Ufa’s industrial zone and air-defence activity amid a possible drone threat. Bashkortostan declared a drone alert and temporarily restricted flights at Ufa Airport. Later reports mentioned a fire at a Bashneft refinery; the cause was unclear.
In the same window, Perm Krai imposed airspace restrictions within about 150 km, disrupting Bolshoye Savino Airport, without a clear local drone alert. The Kyiv Independent could not independently verify damage in Ufa or a link to Ukrainian operations.
The day’s picture stays fragmented: a blackout the local authorities pin on CHP-2 protection gear in the exclave, plus drone alerts and industrial incidents in the Urals/Volga — with no public proof of a single thread.
