HotNews put the general at Cincu. The quote is not from Cincu. Bruno Baratz does command the NATO battlegroup there. The words about stalemate he spoke on 9 September, in Besançon, at an innovation day of the 7th Armored Brigade. Defense News published them on 18 September. HotNews picked them up on 18 October, with a photograph from Dacian Fall. Two places. One man. It is not a briefing from the Brașov range.
Baratz is also commander of the French Army’s Future Combat Command. In Besançon he described a “zone of death” along the front, where getting close is “very, very dangerous”. Drones keep the sky awake. Neither Ukraine nor Russia can mass forces without being seen and hit. His comparison: the First World War, when artillery and the machine gun made manoeuvre expensive. “We are in a system of tactical stalemate, where defensive systems are more powerful than offensive ones. We need to be able to break out of it.”
The way out, in his language: opacity. “How do we blind the adversary? How do we mislead him about our intentions?” Without concentration, no mass. Without mass, no disruption. At the innovation day stood inflatable decoys: a Caesar, a VBL. And electromagnetic deception, fake command posts. That is the laboratory. It is not a system already in Ukraine under a French flag.
He set 1920 beside 1940. Mechanisation and radio changed the tempo then. The French, he said, did not reinvent themselves enough and paid in 1940. Today’s field is no longer organised around the ridge that cuts the field of fire. It is organised around data. The army, he admits, lags the civilian world in bandwidth and transmission. He wants “frugal AI”, which eats little current, because the sensors on the line are hungry for power.
Each French regiment gets €150,000 a year to try things on its own. The 2027 budget adds €35 million on top of a €20 million pot. That is France adapting. Cincu remains the NATO deployment, not the room on 9 September. Anyone who mixes the two turns a brigade interview into a sentence “said in Romania”. It was not said in Romania. It was said about a war that can also be seen from Romania.
