The government in Chișinău issued its opinion on MPs' amendments to the 2027 tax and customs policy. That was on 15 October. The opinion is not law. The bill goes back to Parliament. Of 87 proposals, 27 were accepted in full or in part, according to the Ministry of Finance.
The executive supports raising the major personal allowance from 34,620 to 46,680 lei a year. ZdG notes that this higher allowance is for vulnerable groups or people with special standing, for example persons with disabilities, war invalids, victims of political repression. It is not a cash transfer. It would cut the tax base, if the law passes.
The government also accepts raising the allowance for dependants, including children, from 9,900 to 11,040 lei. Informat.ro writes "the children's allowance"; the ministry uses dependants. The figures match.
For electricity, the monthly VAT-free cap would rise from 100 to 150 kWh per consumption point. The executive rejects thresholds of 200, 250 or 450 kWh sought by some MPs. It will not keep 8% VAT for hotels and restaurants; it proposes 12%, as a step, not 20% at once. For most farm goods, the same logic: 12%, with exceptions for cereals until 1 January 2028.
Still rejected, among other items, are extra relief for menstrual products, VAT and excise refunds on farmers' diesel, and breaks for some agri-food firms. The opinion cites budget impact, coherence and compatibility with EU law. That is the government's position, not a floor vote.
The core tax policy was approved by the executive on 8 September. The 15 October opinion is about committee amendments, not a second adoption of the whole package. Until MPs vote, the allowances remain proposals. Anyone already computing 2027 take-home pay is computing on a law that does not yet exist.
