Financial Intelligence, 19 October: the European Investment Bank recently signed a €50 million loan to BCR Social Finance IFN SA. The intermediary puts in a matching sum. In all, €100 million, aimed at micro-enterprises in Romania. A signature, announced at the European Microfinance Network conference in Barcelona. This is not a transfer already sitting in thousands of firms’ accounts.
The EIB project sheet, reference 20250698: the operation was approved on 6 July 2026. An intermediated loan, for eligible small investments by micro-enterprises. Board approval, then the signature. We have not written that the money has gone out to every final beneficiary.
The target, according to the communiqué carried by FI: firms with fewer than ten employees and turnover or a balance sheet of at most €2 million. Ștefan Ionuț Buciuc, BCR Social Finance’s chief executive: the right finance at the right time can be the difference between an investment made and one postponed. His line, not our tally.
A second agreement, also announced there: an InvestEU guarantee between BCR Social Finance and the European Investment Fund. FI: another €100 million for more than 5,300 micro-entrepreneurs, especially in rural areas, plus €10 million for education and skills. Capacity and a target, not loans already drawn.
BCR Social Finance had EIB advice on the SIFTA line (technical assistance for inclusive social finance), under the InvestEU advisory platform. That is assistance, not a third loan.
We have not mixed in the Council of Europe Development Bank’s €25 million line, signed in 2025 with the same IFN. Another institution, another year.
