On Tuesday, 20 October 2026, Electrocentrale Bucuresti (Elcen) sold two base-load electricity packages of 5 MW each, for November delivery, on PCCB-LE Flex. The OPCOM closing prices are 1,255.26 lei/MWh and 1,256.83 lei/MWh. The winning buyer on both sessions is E.ON Energie Romania. These are completed auctions with allocation, not a failed session.

The sessions are VBLD_201026_01 at 09:00 and VBLD_201026_02 at 09:15. Each package is 3,600 MWh, delivered from 1 to 30 November 2026. Elcen's initiator price was 1,120.00 lei/MWh on both offers. The starting price is not the closing price.

On VBLD_201026_01, Elcen's offer was allocated in full. E.ON submitted the winning response bid of 1,260.52 lei/MWh; the close was 1,255.26. There were eight response offers. On VBLD_201026_02 there were nine response offers; E.ON bid 1,263.66 lei/MWh and the close was 1,256.83. The buyer that offered the most won. We do not mix the response bid with the closing price.

Economica.net wrote the same day, under Mihai Nicut's byline, that the November packages sold at 1,255 and 1,256 lei/MWh, rounded, also to E.On. Elcen also listed other base-load packages, with delivery from November through March depending on the package. This report covers only the two 5 MW November packages. The same day's sessions for December, January or February 2027 are a separate fact.

Nicut sets the sale next to CE Oltenia's winter base-load power, sold in recent days at almost 1,200 lei/MWh. That is a market reference, not the price of this Elcen trade and not an ANRE tariff.

Strictly hypothetically, Economica.net writes, a 1,255 lei/MWh base-load purchase price would mean about 2.3 lei/kWh for a household customer in Bucharest, including network tariffs, taxes, profiling and imbalance costs of about 15%. That is an article projection, not a tariff in force on a bill.

Elcen runs four combined heat and power plants - CET Vest, CET Sud, CET Grozavesti and CET Progresu - with 586 MW installed; available capacity is significantly lower. For heat delivered to households, gas extracted in Romania is at a regulated 110 lei/MWh. For electricity, gas is bought at the market price, which has also traded above 450 lei/MWh. The carbon certificate is about 80 euros; a gas plant uses about half a certificate per MWh produced. Those are production costs, not a new tariff decision.

Libertatea repeated the same 1,200 lei/MWh threshold. This text follows the two November packages allocated on Tuesday, not an earlier failed Elcen auction and not Elcen's later sessions that day.
