Mexico’s united Senate committees on Finance and Legislative Studies, First, approved on Wednesday, in an extraordinary sitting, in general and in particular, unchanged from the Chamber of Deputies, the minutes for the 2027 Revenue Law, ISR amendments and the Federal Rights Law. It is a committee vote. It is not a vote in the Senate plenary. It is not a promulgated law.
El Universal: revenue of 10.6 trillion pesos, domestic borrowing of 1.7 trillion, external borrowing of $13.5 billion, a deficit of 3.9% of GDP. A majority for higher charges on migration, financial and telecom services, plus limits on deductions and tax losses. PAN, through Imelda Sanmiguel Sánchez: the Senate is not a mere registry office; it voted against. Morena, through Olga Patricia Sosa: better collection without rate rises. Debate. Not the Official Gazette.
An earlier El Universal piece said the reports might reach the plenary that evening. A later analysis puts the plenary on Tuesday, 27 October. Two calendars. Wednesday is only the committee.
On the PAN Senate site, senator José Máximo García López spoke in the same meeting. He asked for a distinction between tax revenue and financing. Article two of the minute: domestic debt up to 1.7 trillion pesos and external debt up to $13.5 billion. An intervention. Not promulgation.
Reforma reported in the morning that the two committees were sitting to issue a report on the package. The opening of a sitting. Not the 2027 statute.
