Dan Neculăescu, Romania’s new foreign minister, held a telephone call on Wednesday, 21 October, with his Moldovan counterpart, Mihai Popșoi. On X, Neculăescu wrote that he had reassured Popșoi that Romania’s support for Chișinău’s European path remains firm, in the spirit of their strategic partnership.

He added that interconnection and Romanian investment are Bucharest’s priority and that the relevant projects continue. Mediafax reported the round of contacts at the start of his term. The government led by Luca Niculescu was sworn in on Tuesday, according to Moldpres.

The Moldovan agency writes that Popșoi congratulated Neculăescu on taking office, thanked the authorities in Bucharest for continued support and invited him to visit the Republic of Moldova to continue the dialogue. The two reaffirmed relations of friendship and trust and agreed to deepen the strategic partnership.

Popșoi expressed confidence that, alongside partners such as Romania, Chișinău would advance in EU accession talks and open the last two clusters. That is an expectation from the Moldovan side, not a Council decision announced on Wednesday.

The same day, Neculăescu spoke with Estonia’s Margus Tsahkna about stepping up security cooperation from the Black Sea to the Baltic, and with Latvia’s Baiba Braže. With Braže he stressed that Black Sea security means global food security and voiced support for Latvia’s work on the UN Security Council.

With Lithuania’s Kęstutis Budrys he wrote of “one frontline, two seas” and of Romanian pilots who recently defended Lithuanian skies. Vilnius’s foreign ministry confirms the call: the ministers discussed NATO’s eastern flank, drone and missile incidents, the Black Sea, support for Ukraine and EU enlargement. Lithuania takes over the EU Council presidency from the start of 2027, Budrys added; that is a presidency calendar, not a new treaty.

The round of calls is a start of mandate. It is not a signed treaty and it is not a European Council decision.
