Three police officers and three service members were wounded on the evening of 19 October, inside a territorial recruitment centre in Pechersk, Kyiv. The Kyiv Independent reported it. Ukraine's National Police announced a detention. This is not a verdict and not a death toll.
Police say, on preliminary information, that a man brought in for a violation of mobilisation law opened fire. The Kyiv Independent describes him as a suspected draft evader. That is a gloss, not a court classification. The circumstances are being established, Kyiv police say.
The incident was around 7 p.m. local time, inside the TCC. The wounded were hospitalised. Their condition was not made public in the statement. Anyone writing six wounded civilians is mixing police and military into a category that is not in the notice.
The shooter was detained. Detention is not a conviction. An investigation is open, run by the local and main police directorates.
The Kyiv Independent places the case against mobilisation tensions and recalls attacks in August and September, in Lviv and Odesa. Those are other files. Monday's incident is not, by itself, a verdict on recruitment policy.
The presidential office, cited in the background article, spoke in August of a need for 30,000 mobilised people a month. That is a target announced then, not a proven cause of the shots in Pechersk.
