Romania’s National Institute of Hydrology and Water Management (INHGA) issued a Red Code flood warning on Tuesday morning for rivers in eastern Constanța County, south of the Danube–Black Sea Canal. The alert window: 3 November, 06:05–12:00.
Hydrologists link the warning to recent rainfall, further forecast rain and flood-wave propagation. Possible effects include runoff on slopes, torrents and streams, flash floods on small rivers with local inundation, and rises in discharge and water levels that may exceed danger stages.
The highest probability and intensity are expected in the Tatlageacul Mare and Tatlageacul Mic basins. INHGA advises residents not to cross watercourses or flooded areas, to keep clear of banks, to follow local authorities and to watch for official updates.
In the same period, Romania’s weather service (ANM) issued a Red Code nowcasting rain warning for 23 August, Limanu and Mangalia (until 08:30). Meteorologists reported about 80 l/m² already in recent hours in the affected zones, with further amounts above 20 l/m² possible.
Separately, an Orange Code for rivers in Constanța County remains in force, according to INHGA alerts, until 4 November at 12:00. The situation may be revised as rainfall and flood waves evolve.
