Romania’s minister for European Investments and Projects, Mihai Alexandru Ghigiu, estimates the country will collect about €3 billion from the Recovery and Resilience Plan (PNRR) by the end of 2026, out of roughly €6.4 billion still to be drawn through the last two payment requests, he said Wednesday at a press conference, according to Digi24 / News.ro.
After three renegotiations, Romania’s PNRR envelope stands at €20.1 billion. The country has already drawn €13.7 billion; the remaining about €6.4 billion should come via requests 5 and 6. Ghigiu stressed that the €3 billion estimate for this stage rests on talks with the European Commission, with another €3.4 billion expected to move into a “suspension” zone.
Romania will send revised documents to the Commission by Friday, 6 November, to argue that targets have been met. On 20 November the Commission is due to decide which milestones are met or partly met and the related amounts. Romania then has two months for further explanations so that some suspended sums can still be drawn in spring 2027.
“We expect that on 20 November the European Commission will decide which milestones Romania has met or partly met (…) and that we will receive those amounts by the end of 2026,” the minister said.
There are problem milestones on both request 5 (€2.08 billion) and request 6 (€4.35 billion). Request 5 has six milestones at risk; request 6 — one of Romania’s largest filings, with 104 milestones and targets — has 32 at risk of penalties or of receiving no related payment.
