An apparently trivial episode — prosecutor Teodor Niță felt he was treated with a “lack of respect” in a Constanța venue — led to a waitress losing her job and an ANPC inspection with roughly RON 20,000 in fines and a business suspension, Digi24 reported from the case file that sent Niță and Gigi-Valentin Ștefan to trial.

Digi24 sources say Niță had for years frequented Barissimo Cocktail, usually with a man known as “journalist Marius,” at a specific table. On the morning of 13 November 2025 he arrived with another man at that table; a waitress who did not know him asked him to move because it was reserved. He allegedly replied that he would “drink coffee wherever he wants.”

After “journalist Marius” entered and sat elsewhere, Niță allegedly grew angry on learning the table was reserved for him and said loudly that “things won’t stay like this and I’ll do you a lot of good.”

The same day ANPC Constanța inspected the owner’s venues: fines of RON 15,000 and 5,000, warnings and activity suspensions. Minutes also noted consumer-relation shortcomings. The owner told investigators he phoned to apologise, but Niță allegedly said it was too late and that he had already notified ANPC; “friends” told him that to end the conflict he should fire the waitress — which he did.

Visiting Niță’s office again, the owner allegedly heard that the ANPC measures “were necessary because he had been treated with a lack of respect.” Niță accused the waitress of aggressive behaviour and of slamming coffees onto the table.

Digi24 also outlines the inspection chain: Niță allegedly called Horia Constantinescu (ANPC Constanța chief); a complaint under the fictitious name “Bianca Gheorghe” was logged internally, then a complaint attributed to Niță that was not officially registered. The episode spawned instigation-to-abuse charges and abuse allegations against inspectors; probes continue.
