Fixed speed cameras in Timișoara, installed ten years ago in a traffic-management system worth over 40 million lei, still cannot issue fines: none have been sent because of legislative and technical blockages, Digi24 reported.

The gear, valued at about 43 million lei, detects speeding and red-light running, but images cannot be used for automatic sanctions until integration into the Romanian Police platform. Police say verification and testing are still under way.

“It is obvious there is no will inside the Interior Ministry,” says Ruben Lațcău, Timișoara’s deputy mayor with mayoral duties. He describes a chain of requirements: homologation, regulation, then extra software the City Hall bought, then more conditions — “and the years keep passing.”

Tests began in spring and officials spoke of first fines mailed to speeders; the announced deadline passed and fines still have not arrived. Locals quoted by Digi24 call it “wasted money” and note excessive speed on camera-covered roads.

Romanian Police, in its Digi24 reply, say analyses were done and technical checks continue with the City Hall and the installer. They support the project and legal updates for mass automatic processing of offences, full digitalisation of police–owner–offender interaction and a digital evidence framework.

Without a clear go-live date, the investment of over 40 million lei remains a system that records but does not sanction — an urban project stuck between technology, law and institutions.
