To punish countries at will by imposing tariffs on their exports to the United States, Donald Trump may have found a new weapon: tariffs based on allegations of forced labor. Although he has been looking for a new tool since February, when the Supreme Court struck down tariffs imposed on virtually all of America’s trading partners based on the International Emergency Economic Powers Act (IEEPA), on spurious grounds of various national emergencies, Trump has tried to find a new legal justification for his tariffs.
