On 19 September 2010, Admiral Thad Allen, the federal response coordinator, announced that the Macondo 252 well was “effectively dead”. A relief well had intersected the damaged borehole and the cement had held under pressure tests. President Barack Obama spoke of the “final termination” of the well, not of the end of the damage.

The disaster had begun on the night of 20 April 2010 on the Deepwater Horizon rig in the Gulf of Mexico. The explosion and fire killed eleven people. The rig sank. Oil flowed for months from a well in deep water.

Two moments are often confused. On 15 July 2010 a cap stopped the flow. The seal through the relief well, announced in September, was the stage that allowed officials to say the industrial source no longer threatened the Gulf. Shoreline cleanup, litigation and ecosystem restoration continued for years.

Official estimates speak of millions of barrels released; 4.9 million is the figure often quoted, but calculation methods have been debated. The impact reached coastal habitats, marine mammals, turtles, birds, fisheries and the economies of coastal communities. The volume should not be treated as a laboratory measurement without remainder.

BP operated the well. The response involved the Coast Guard, Interior, Energy, EPA, NOAA and thousands of people. Secretaries Ken Salazar and Steven Chu confirmed, also on 19 September, that the cement plugs were holding. Decommissioning the well and the relief wells remained a regulatory task.

The 16th anniversary separates shutting the source from repairing the Gulf. “Effectively dead” was a technical phrase about pressure and cement, not a certificate that the sea had returned to its March 2010 state.

The White House archive, the Interior statement and NOAA files remain the supports. This article does not retry the civil and criminal cases as a verdict; it notes only that the main technical phase ended in September, five months after the explosion.
