Artificial intelligence is entering a critical phase in Europe, with the obligations stipulated in the EU AI Regulation – the world's first law regulating the use of these systems – coming into force on the majority of its provisions on August 2. The European regulation, approved in 2024 and set to be phased in until 2028, establishes a common framework for the safe, transparent, and human rights-respecting use of AI in the EU. The regulation also mandates technical and ethical oversight of all such tools to mitigate risks.
The sanctions regime includes fines in the millions of euros: up to 35 million euros for very serious offenses, such as the use of AI systems that are prohibited; or 15 million euros for serious offenses, for breaches involving systems classified as 'high risk'. AI systems presenting unacceptable risks were banned last year, including those using subliminal, manipulative, or deceptive techniques; those exploiting the vulnerabilities of individuals (children, the elderly, or people with disabilities); and those using biometric classification to infer race, religion, or other sensitive information.
