It is not a conviction. It is an investigation. Xinhua, on 18 October, reported in one line: Huang Ribuo, former vice-chairman of the Guangxi committee of the Chinese People’s Political Consultative Conference, is suspected of “serious violations of official duties” and is under investigation by the National Supervisory Commission. Bloomberg put the name on the wire. The name is official. Guilt is not.
The Chinese formula is short by craft. It does not say bribery, it does not say a sum, it does not say a closed criminal file. “Suspicion” and “supervisory investigation” are the administrative step. The presumption of innocence remains. Anyone writing “the corrupt man from Guangxi” skips the step.
The regional party standing committee met the same day. Secretary Chen Gang chaired. The statement, in Guangxi Daily, is alignment: “firm support” for the Commission’s decision, “zero tolerance”, an internal lesson. It is party language, not evidence. It adds no facts about Huang.
Huang is “former”. He is no longer in post. That is all Xinhua gives on status. Other former Guangxi officials have been taken on the same line in recent months; that is campaign context, not a proven link between files. We do not glue them.
The CPPCC, the consultative conference, is not the government. It is a political forum. Its regional vice-chair does not sign a budget as a mayor does. That does not lighten the suspicion. It puts it in place: a party and protocol post, not a court sentence.
The market invented, on aggregators, volatility. Xinhua did not speak of the exchange. Neither do we. What remains is a name, a suspicion, a commission. Until a public charging act, the rest is noise.
