The United States–Panama Trade Promotion Agreement was signed in Washington on 28 June 2007, at the headquarters of the Organization of American States, by United States Trade Representative Susan C. Schwab and Panamanian Minister of Commerce and Industry Alejandro Ferrer, in duplicate, the English and Spanish texts being equally authentic. It is not CAFTA-DR, of which Panama is not a party, nor the Panama Canal treaties. The preamble invokes the Marrakesh Agreement establishing the WTO.

Article 1.1: the Parties establish a free trade area, consistent with Article XXIV of GATT 1994 and Article V of GATS. Article 1.2, at framework level: expansion and diversification of trade, elimination of barriers to goods and services, fair competition, investment, protection of intellectual property, joint administration and dispute settlement. A tariff or origin handbook is not transcribed.

The 22 chapters cover, still at framework level, market access, origin, customs, sanitary measures, technical barriers, government procurement, investment, services, telecommunications, electronic commerce, intellectual property, labour (Chapter 16) and environment (Chapter 17). Chapters 20–21: dispute settlement and exceptions. A visa or tariff-evasion handbook is not transcribed.

Article 22.1: the Annexes, Appendices and footnotes form an integral part. Article 22.4: no reservation without the written consent of the other Party. Article 22.5: it enters into force 60 days after the Parties exchange written notifications that they have completed their respective legal requirements, or on such other date as they may agree. SICE/USTR: 31 October 2012. Termination takes effect 180 days after written notification. Article 22.6: the English and Spanish texts are equally authentic.
