Romania's Permanent Electoral Authority and Moldova's Central Electoral Commission signed a memorandum of understanding and cooperation in the electoral field in Bucharest on 22 September.

The document was signed by AEP President Adrian Tutuianu and CEC President Angelica Caraman. It renews the cooperation framework established by the 2019 agreement and adapts it to institutional developments and Moldova's status as a candidate for European Union membership.

Cooperation may include exchanges of experience, staff training, good practices in election administration and the alignment of procedures with European standards. Specific projects and timetables should be followed through statements from the two institutions.

Signing the memorandum does not directly change electoral legislation or transfer powers between states. Any change to voting rules must be adopted through the legal procedures applicable in each country.

The AEP statement remains the official reference for wording about the signing and the objectives of institutional cooperation.

The memorandum creates a cooperation framework; it does not adopt electoral rules. Any claim about legislative alignment should be limited to what the institutions explicitly announce.
