Romania’s TollRo truck road-charging system, in force since 1 October 2026, could be changed by law. On 27 October the Senate transport committee issued a favourable report, with amendments, on legislative proposal L579/2026 — it is not yet an adopted act of Parliament, according to Newsweek Romania.
The bill, initiated by PSD senators Robert-Marius Cazanciuc and Liviu-Lucian Mazilu, would amend Article 19(14) of Law 226/2023. The core idea: a maximum 30-day window from the information letter for paying TollRo due and the administrative costs of notification.
Amendments retained in the report include twice-monthly billing instead of daily invoices; cutting the fixed sum from 2,000 to 500 lei when distance cannot be determined; applying that fixed sum once every 24 hours rather than every 12; protection if the system is down more than 12 hours, without treating the vehicle as a non-payer for that interval; and allowing route tickets to be paid through authorised distributors.
The committee was referred by the Senate Standing Bureau; the Legislative Council gave a favourable opinion with observations. The admission report with amendments goes to the Senate plenary as first chamber. Until further votes, TollRo remains in its current form of application.
Carriers, through UNTRR, sought adjustments after distance- and emission-based charging took effect. This article does not present the amendments as a promulgated package and invents no application timetable.
