President Volodymyr Zelensky on Nov. 1 confirmed a strike on Russia’s Kamensky Plant in Rostov Oblast — a defense-industry site tied to missile production. Ukraine’s General Staff had reported the previous day that drones and Neptune cruise missiles hit the factory in Kamensk-Shakhtinsky, about 15 km from the Ukrainian border.

According to the Kyiv Independent, the plant makes solid rocket propellant for systems including Uragan, Smerch and Tornado-S, as well as other air-delivered weapons. It is sanctioned by the EU, the U.K. and the U.S. for its role in Russia’s war. The General Staff said the attack sparked a fire at a finished-goods warehouse and damaged four production units; the claims could not be independently verified, and Russian officials did not immediately comment.

Zelensky also said a Pantsir-S2 system and an S-400 Triumph command-and-control vehicle were hit, with the air-defense assets valued at about $70 million. In his social-media post he said Ukraine is “rightfully” defending itself and working to limit Russia’s ability to continue the aggression.

The strikes fit a summer-to-autumn pattern of longer-range attacks on refineries, military plants and airfields in Russia and occupied territory. For Kyiv the backdrop remains severe: Russian strikes on cities and energy infrastructure ahead of winter, and — by Zelensky’s account — too few interceptors arriving too late from allies.
