South Korean President Lee Jae Myung said on Friday, at a Cheong Wa Dae news conference, that Seoul would not send troops or military assets in a form that would draw the country into the Middle East conflict. “There will be no deployment that involves or intervenes in the war,” he said, according to The Korea Herald. The principle of non-involvement, he added, remains unchanged.

Lee still drew a second line: the government must do the minimum needed to protect merchant ships, crude shipments and South Korean citizens. The Cheonghae unit, long present on the anti-piracy mission off Somalia, has widened its area; the president acknowledged that Seoul is reviewing how to strengthen those measures, including around the Strait of Hormuz.

The distinction is deliberately political. An escort of national shipping can be read, by allies or by the opposition, as support for combat operations. Lee ruled out combat troops and placing service members under foreign command. Any contribution, he said, would depend on region, purpose and timing; a plan with a mandate and rules of engagement was not announced.

South Korea imports a large share of its energy by sea. Closing or pricing up Hormuz transit hits industry and domestic prices. That is why Seoul talks about freedom of navigation, not a war coalition. Reuters reports that the president excludes assets that would pull the country into the conflict related to Iran.

Washington has asked allies for a more substantial contribution on the oil corridor. A South Korean assessment team has returned from the United Arab Emirates. Until a cabinet decision, the discussion remains a review: what the navy can do without crossing the threshold of war.

Treating the statement as a total refusal of any naval presence misses the nuance. Treating it as a combat deployment to Hormuz misses it the other way. Friday’s limit is non-participation in the war; the form of route protection remains open.
